- Tools -> Settings -> Advisers -> Allow WebRequest for the following URLs (Add URL: https://api.telegram.org);

- Create your channel and make it public;
- Add a bot to your channel and make it an administrator. Write any first message, for example, “HELLO WORLD!“;
